Homeless Matters of Franklin Counties Board is composed of a diverse, experienced group of regional, business, and academic leaders.

Jacqui Wolfe
Executive Director| Co-Founder

Jacqui is a Retired Teacher from Chambersburg Area School District. She has a Masters in reading and taught kindergarten, 1st and 2nd grade for over 33 years. As a teacher, she saw the evident needs of students daily in her classrooms with lack of food and clothing. The recorded number of homeless students were rising. In 2015, the number was 110 in the Chambersburg School District. She was passionate to assist as a retired teacher. She reached out to her friend and Assistant Superintendent Kristen Carroll to assist those students in need with community partners. She also spends her Retirment on many boards such as Friends of Franklin County Sheriff’s Office & YMCA Chambersburg.

Stephanie Kennedy
Director of Marketing | Assistant Director

Stephanie is a full-time, Marketing Strategist for Government Programs with Capital Blue Cross Blue Shield and is the sole proprietor and owner of Shabby Chic Farmhouse Boutique, a craft, home goods, apparel and accessory boutique soon to open as a brick and mortar location in downtown Chambersburg. Stephanie has more than 12 years of Marketing experience which has helped her successfully manage her full-time job as well as sustain her own business for over 3 years. Through her experience she has handled fundamental marketing for organizations including the Chambersburg Public Opinion/USA Today, and Redland Brick. Stephanie enjoys public relations and fundraising and has also successfully managed several community festivals through partnerships with other local organizations as a business owner. She looks forward to continuing to use her experience and talents to increase awareness of Homeless Matters and their mission, foster ideas for future fundraisers and assist with obtaining a day house for homeless members of Franklin County communities.

Dr Lawrence Johnston
Treasurer
Col. USA Dental Corps,Ret

Lawerence Served 29 years as an Army Dentist. The last 8 of those years as a Commander and Chief Dental Officer for the 1st, 3rd, and 24th Infantry Div. respectively. He worked in Private Practice for 23 years and achieved Board Certification from the Federal Services and the Academy of General Dentistry in General Dentistry. he is a life member of the ADA and AGD. Currently assisting Homeless Matters of Franklin Co.

Janelle Carbaugh
Social Worker with Shippensburg School District

Janelle is a licensed clinical social worker working as a school social worker at Shippensburg Area Senior High School. She has been on the homeless matters board for 2 years. She works alongside other social workers in the district with families who are without permanent housing to meet their basic needs. She is passionate about social work and helping students and families

Gabriela Juarez-Lemus
Social Worker with Chambersburg School District

is a licensed school social worker at Chambersburg School District. She is also the McKinney-Vento Liaison for the district and works closely with homeless families. She provides support to students and families by addressing social, emotional, and basic needs that present barriers to school success and attendance. School Social Workers can help connect students and families to resources in the community related to clothing, food, housing, counseling, mental health support, healthcare, and other supports. Gaby enjoys working across the district and in the community to collaborate with individuals and organizations to support the needs of our students and families!

Krista Bard
Social Worker with Tuscarora School District

Krista is a licensed clinical social worker, and has been in the mental health field for 29 years in various positions which has allowed her to network with Franklin County social service agencies of many kinds. She is currently working at Tuscarora School District as a school social worker, where she works with students and families coded as McKinney-Vento (homeless), connects families to resources, visits homes, conducts problem solving sessions with students, provides weekend food backpacks to combat food insecurity, and many other duties as assigned. She loves being a part of Homeless Matters. She noticed the truck around town, and reached out to them after collecting over 3,000 pairs of socks at her elementary school and hoping they could help distribute them–which they did! She loves HM’s commitment to serving and helping find resources and solutions to the problems faced by the many homeless individuals and families in our county.

Jason Summers
Outreach Paster at Life House Church

Jason loves serving the community and building bridges so more people can be supported and helped. He has been part of homeless outreach efforts in PA and MD for years and have also done work with teams at the Los Angeles Dream Center. We have a great community and if we work together, we can and will make a difference.

Scott

Scott Graham
Director of Operations for the Mental Health Association of Fulton and Franklin Counties.

Scott was previously MHAFF’s Housing Program Manager where he and his staff have assisted many people with finding or maintaining housing to reduce homelessness in both Franklin and Fulton Counties. Scott continues to work closely with many housing entities to advocate for those with mental health diagnoses as well as those experiencing or at risk for homelessness.
