Help Hot Line

The Help Hotline provides a clothing bank, food banks and limited financial assistance with utility bills. All assistance must be done by contacting the Help Hotline manager at 717-762-9050, who will then schedule an appointment for either.
Tuesday evening or Saturday morning each week, unless considered an emergency. Assistance may be coordinated with surrounding agencies regarding utility bills. The Help Hotline serves a 4-county area, within established boundaries.

The Low-Income Home Energy Assistance Program, also known as LIHEAP, helps low-income families pay their heating bills. LIHEAP is a grant that offers assistance in the form of a cash grant, sent directly to the utility company, or a crisis grant for households in immediate danger of being without heat.

Franklin County Veteran Affairs
Pennsylvania State Benefits – Veterans Temporary Assistance

Purpose: Provide temporary financial assistance to Veterans and their beneficiaries who reside in Pennsylvania for the necessities of life (food, dairy, shelter, fuel and clothing).Veterans’ Eligibility Criteria:-A person who served in the Armed  Forces of the United States, who:*Was discharged under honorable conditions after a period of active duty, other than  active duty for training, as evidenced by a DD Form 214 or other official documentation, or*Died in service or was killed in  action, or*Suffered a service-connected disability as certified by the United States Veterans’ Administration. Need for Temporary Assistance Criteria: Financial circumstances temporarily resulting in insufficient funds to pay for shelter and necessities of living for the Veteran and family. PAWW is an independent statewide non-profit 501© (3) organization providing support to Pennsylvania Wounded Warriors,
Veterans in Crisis, and their families. We are not affiliated with nor a part of any national organization, including Wounded Warrior Project, and we do not receive any funds from them. We provide emergency financial assistance to veterans to help pay for housing, utilities, transportation, medical and other expenses. They pay directly to landlords, vendors, and creditors.

Project Helping Hands (PHH) assists Adams Electric Co-op customers who demonstrate a genuine need for assistance.  SCCAP can help up to $200.00, but you must pay at least 25% of your past due bill to be eligible. This credit is available only one time a year.

Salvation Army will assist individuals in regard to their West Penn Power electric bill, Chambersburg Borough electric bill or the rental fee of a home or apartment, provided that they meet all eligibility requirements.

Projects for Assistance in Transition from Homelessness (PATH) provides rental assistance to adults who: * Have a documented serious mental illness or dual diagnosis (SMI and Substance Use) * Receive sufficient income to maintain housing after receiving assistance new residence – Security deposit for people who have no permanent residence, have a documented serious mental illness and receive sufficient income to maintain housing after receiving assistance. Eviction – Assistance with a one-time back rent payment if no more than one month rent is owed.

The Homeless Assistance Program (HAP) is funded through state dollars in order to assist individuals and families who are homeless or at-risk of homelessness achieve a goal of self-sufficiency and prevent future homelessness. Specific eligibility guidelines and documentation apply. The Homeless Assistance Program may help on a limited basis with rent or security deposit. Each applicant/individual or family must complete and sign a goal plan which describes how that family can resolve the problem areas which led to homelessness or near-homelessness.

Veterans Multi-Service Center – SSVF-Central PA

SSVF provides comprehensive Supportive Services to very low-income Veterans and their families who are currently experiencing homelessness or are at risk of losing their homes. Resources include case management, housing counseling, legal support, credit repair and financial planning services, and time-limited, temporary financial assistance.

Eligible veterans may receive time-limited financial assistance for rent, utilities, and security deposits. SSVF offers short[1]term case management that links Veterans with resources within the Veterans Administration and the community with the ultimate goal of stabilizing veterans in housing.

The Housing Authority of Franklin County has operated a successful Housing Choice Voucher (HCV)/Section 8 Rental Assistance Program since 1980. This program provides safe, decent, and affordable housing to very low-income families through rent subsidies provided by the U.S. Department of Housing and Urban Development. The Housing Authority’s HCV/S8V currently serves 311 families in Franklin County

Habitat for Humanity of Franklin County

Habitat is actively seeking partner families who are in need of housing, who are ready to work, and who are excited about the responsibilities of owning a home of their own! Our selection criterion mainly focuses on a family’s current need for housing and their financial ability to own and care for a simple, decent house. We offer a hand up “not a handout as each partner family works alongside our volunteers during the construction process and then purchases the house from Habitat without profit based on a mortgage without interest.
